AITF advocates for independent fact finding committee, lasting solution to internal conflicts

ITANAGAR, Apr 18: Arunachal Indigenous Tribes’ Forum (AITF) urged the State Chief Minister to constitute an independent ‘Fact Finding Committee’ to study the ground realities of the internal conflicts that has been erupting from time to time, including the recent one, between two tribes of Lower Dibang Valley district.

“Basing upon the report of the ‘fact finding committee,’ the Government should initiate immediate necessary step to restore peace and communal harmony in the area,” AITF chairman Bengia Tolum said while briefing media persons about their first hand experience  gained during  the recent good will mission to Roing.

“The peace process has already begun with the signing of ‘Joint Roing Declaration,’ he said, and thanked all to facilitating the peace  initiative by AITF.

He further informed that a 7-point memorandum, informing about AITF findings during its goodwill mission to Roing and suggestions to be taken up by the Government for a lasting peace along with the copy of the “Joint Roing Declaration” was submitted to the Chief Minister.

The memorandum, among others, insisted on deployment of adequate security forces in order to maintain law and order situation in the areas and bring back people’s confidence, continuation of peace process and conflict resolution, promotion of inter-tribes matrimonial relations, the need for imparting training to youths, students leaders on conflict management, personality development, leadership quality, introduction of peace education in school syllabus etc.

It also appealed to the CM to extend necessary assistance to the affected families, particularly the familiy of the person, who sustained grievous injuries.

 

Two CRPF personnel unleash terror

MIAO Apr 18: Two CRPF personnel belonging to the F COY 186 BN unleashed terror in the premises of the Innao Khampti Buddhist temple on April 15 last.

A case has been registered in Diyun Police Station under case no 9/11 U/S 452/323/295(A)/296/34 IPC.

The police arrested both the accused constables Mrijen Kolita and Dilip Kakoti of F Company 186 BN this morning and are in 7 days police remand.

The two CRPF constables in inebriated condition entered the Bhuddhist temple at about 5.30 pm and severely assaulted Bhikku Agasarah, his assistants (chowsang) Dhama Shiha Wanitah, Pingya Jotah and Chow Chali Longchat with their service belts. The jawans not only assaulted the men in holy robes but also used abusive language.

To add to their disgusting behavior the jawans further disgraced the sacred place by urinating inside the temple premises.

The Innao Khampti village chief C K Namchoom was also assaulted by the two personnel.

On hearing the scream of the Bhikku and his followers Namchoom hurried to the temple to help. When he tried to pacify the drunk jawans, they in turned assaulted him severely.

A public meeting was held yesterday at the Innao Khampti temple ground where in a resolution they condemned the assaults on the religious monks and its village chief. It demanded that the personnel be immediately handed over by the CRPF to the Arunachal Pradesh state police and punished as per law.

It further demanded that the platoon commander stationed at Innao-Khampti be also charged for covering up for the erring personnel.

It also demanded that no security personnel be stationed near or around the temple premises while demanding immediate shifting of the CRPF camp from the Shapawang Yawang Manau Poi ground at Innao to some other appropriate location.

A complaint was lodged against the two for disruption of religious harmony and assault on the pious monks on April 15 with the Extra Assistant Commissioner.

The complaint further stated that the incident took place during the celebration of water festival “Sangken”.

This festival is very pious as clean water is sprinkled on the idols of Buddha and over all the holy objects, including the Boddhi tree, the Sailiks (ropes of the holy book), Chausangphau-upuk and the Sammukathing.

TBS condemns assault

Meanwhile, the members of Theravada Buddhist Society (TBS), Capital Complex strongly condemned the incident of assault on  Monks of Innao Khampti Buddha Vihara and others those present during  Sangken festival on 15th April by two CRPF  personnel.  The duo  didn’t even spare the village head from man-handling while returning to their camp which is  located in  nearby areas, the TBS said.

The TBS members resolve to support the demands of the public of Innao-Khampti Village and entire Buddhist communities and Arunachal Pradesh Bhikkhu Sangha to apprehend the culprits within three days and awarding exemplary punishment including dismissal from their services failing which a series of democratic movement will be taken up to safeguard the religious sentiments of the entire Buddhist communities residing in the state.

 

AAPSU digs out facts on Tirap & Changlang

ITANAGAR, Apr 18: All Arunachal Pradesh Students Union (AAPSU) has pounced upon a letter written by former Prime Minister of India Jawaharlal Nehru which justifies the claim that people of Tirap and Changlang are indigenous tribal of Arunachal and not Naga as claimed by underground groups of Nagaland. In recent days Naga People’s Front (NPF), the largest political party of Nagaland has controversially decided to start its Arunachal unit claiming that people of Tirap and Changlang are being discriminated by government of Arunachal Pradesh.

 AAPSU managed to dig out a letter written by Nehru dated 18th November 1958 in which first prime minister of India had clearly addressed the tribal’s of these two districts as Nocte, Tangsa, Wancho and Singpho. There is no reference of word Naga in the letter, which shows that government of India had recognized tribal’s of Tirap and Changalng as Nocte, Tangsa, Wancho and Singpho from the time of Nehru. AAPSU President Takam Tatung in a release today said this letter should end the debate about identity of people of Tirap and Changlang.

“History tells that people of these two districts are indigenous tribal of Arunachal like any other tribes. Even first prime minister of India Nehru had acknowledged it,” said AAPSU president Takam Tatung. He further added, “People of Tirap and Changlang were caught in-between Naga and Arunachalee identity for long. They got humiliated in their own home. Documents like this could have gone long way in helping them preserve their Arunachalee identity. It’s shocking why our state government hid this letter for long?”

 Further Tatung questioned whether government of Arunachal is hell bent on selling Tirap and Chanlang to Naga insurgent group. “Arunachal government never used old documents like this letter to counter the claim of Nagaland based UG group’s nefarious design to break our state. It seems they are willing to part away with these two districts. But AAPSU will not let even inch of Arunachalee land being given to any outsider,” said Takam Tatung.

AAPSU President also urged Nagaland based underground and political groups to stop claiming people of Tirap and Changalng as theirs. “If Nehru had recognized people of these two districts as Arunachalee tribal, who they are to claim them as theirs? Being tribal we share some similarities with all indigenous tribes of NE region. But that should not make people to claim other’s area as theirs,” stated Takam Tatung.

 

 

 

Begi calls for popularization of science at grassroot level

ITANAGAR, Apr 18: Arunachal Pradesh Higher and Technical Education Director Dr Joram Begi has called for popularization of science at grass root  level in the state. He was addressing the inaugural session of the two days regional workshop on EDUSAT Network being organized by the  Vigyan Prasar, a National Institute for Science and Technology Communication, New Delhi in association with Arunachal Pradesh Science Centre here today.

Emphasizing on the need of health education in the state, Begi said that the EDUSAT programme is a boon for  the people of Arunachal Pradesh, particularly  for the people of remote areas. Lamenting over the dwindling number of science students,  the director of higher education further said  the basic foundation of  science education should begin from elementary level in order to make the children more interested in science subject.

While lauding the role of Vigyan Prasar for promoting and propagating scientific and rational outlook in the society through EDUSET network programme, Begi also appealed them to organize awareness programme on science in schools and colleges. Begi, who was instrumental in commissioning of EDUSAT   project  in the state,   while pointing out the teething problems of the  project,  called upon the  Scientists of Vigyan Prasar  to impart  training on operation and maintenance of SITs.

It is worth mentioning here that Arunachal Pradesh Governor Gen JJ Singh had inaugurated the EDUSAT network at Rajiv Gandhi University, Rono Hills, on Sept 5, 2009.  With one Hub cum satellite studio at RGU, 50 Satellite Interactive Terminals (SITs) at various educational institutions of the states were installed. Hub Centre at RGU has capacity for 500 SITs.  Principal Scientific officer from Vigyan Prasar, Dr T V Venkateswaran  highlighted the activities of  Vigyan Prasar, an autonomous organization under the department of science and technology. He said, the organization is working towards popularization of science  among the masses through its innovative ideas and education.

So far 50 satellite terminals are linked to Vigyan Prasar’s EDUSAT studio.

Venkateswaran further said that step should be taken to generate more interest  among the students about the need of scientific knowledge. Pointing out  the present  mark-oriented examination system, he said  apart from encouraging students to obtain maximum marks in examination,  strategy should be mooted to generate more interest  in science among the students.

Scientist Irfana Begum  of Vigyan Prasar  also spoke on the occasion.  She said the Vigyan Prasar has been regularly conducting workshop on EDUSAT network  to  make the masses aware of  the need of scientific knowledge in their day to day life.  

Apart from scientists from Arunachal, other North East states and New Delhi, large number of students from NERIST under the guidance of Arnab Bandyopadhyay, assistant professor, department of Agricultural Engineering, NERIST took part in the workshop.

ITANAGAR, Apr 18: Arunachal Pradesh Police is organizing a summer camp self defence training for girls between the ages 7-16 at Officers Club Hall, Itanagar from April 19 said a release issued by Deputy Director of Police (Security) Robin Hibu.

During the training, basic exercise, punch, kick, blocking, locking, throwing, self defence, Kata and Bunkai etc will be imparted to the trainees.

 

 

Taloh inaugurates health

sub-centre at Dosing

PASIGHAT, Apr 18: A new medical Sub-Centre was formally inaugurated by the Deputy Speaker Tapang Taloh at Dosing, 10 KM away from Boleng  on April 13   on the occasion of Village-Health-Nutrition-Day.

A long pending demand of the villagers to get immediate medical treatment, especially for pregnant women and child cares has been fulfilled with the establishment of the sub-centre, Taloh said in his inaugural address. He informed that a nurse has already been posted and one health assistant is being posted soon to give better services to the needy people of the area.   He also appealed the villagers to cooperate the health personnel on duty. Review meeting on rural development schemes in  North East

TAWANG, Apr 18: Union Rural Development Minister Vilas Rao Deshmukh along with Union Minister of State for Rural Development Agatha Sangma landed here today to attend the Review meeting of North Eastern States which is scheduled tomorrow here at the Kalawangpo Convention hall. The review meeting is organized by the Union Ministry of Rural Development in collaboration with Arunachal Pradesh and is aimed towards reviewing all ongoing Rural Development Schemes implemented in North eastern States and its progress till this date. Arunachal Pradesh is hoisting such conference of the RD Ministry for the first time. The meeting is also expected to come up with some genuine problems faced by the executing agencies while implementing the rural development programmes in North east.

Besides four ministers from Tripura, Manipur, Sikkim and Mizoram, as many as 150 delegates from various parts of the north eastern states have already reached Tawang.

All necessary arrangements have been put in place to ensure that the programme goes on smoothly and becomes a successful one. Chief Minister Dorjee Khandu is closely monitoring the entire arrangement process.

Various high ranking dignitaries from government of India including Secretaries, Additional Secretaries, Joint Secretaries and senior officers also arrived today to attend the review meeting.  On the arrival of the Union Minister and MOS, Khandu flanked by his cabinet colleagues, Chowna Mein, Kalikho Pul and Takar Marde and host of senior state officers gave a traditional reception at Changprong helipad.

Farmers educated on modern technology

ITANAGAR, Apr 18: The All India Coordinated Research Project (AICRP) on Ergonomics and Safety in Agriculture (ESA) of NERIST, Nirjuli in collaboration with Krishi Vigyan Kendra (KVK), Dirang, West Kameng district organized a 3 days training programme on mechanized farming of hill agriculture in the Khasso village of Dirang district from 15th  to 17th of this month. Inaugurating the training programme, Dr. D.B. Singh, deputy director, Horticulture, Dirang, stressed the role of improved hand tools and implements for the cultivation of horticultural crops in the hills. He suggested the farmers to take the benefit of their interaction with scientists of KVK and NERIST to find solution to their problems in cultivation of various crops in hills.

Dr. N.D. Singh, Coordinator of the KVK welcomed the participants and said that Dirang is blessed with the climate that allows the farmers to cultivate more than one crop in terraces and valleys. He opined that the large scale quality production necessitates timely farm operations which can be done efficiently and effectively using suitable improved implements.

Prasanna Kumar G.V., Principal Investigator of AICRP on ESA, NERIST informed the participants that NERIST has joined hands with KVK, Dirang to disseminate the appropriate technologies related to the mechanization of rice cultivation in terraces and valleys and horticultural crops in hills. He said, use of improved hand tools and implements like harvesters for orange and apple, and sickle for harvesting rice crop developed by NERIST will not only increase the quality of work but also reduce the human effort and drudgery.

During the 3 days programme use and operation of drum seeder, 2-row manual rice transplanter, cono-weeder and improved sickle for rice cultivation in terraces and valleys and, harvesters for apple and orange were demonstrated. Various techniques of training, pruning and plant propagation using improved horticultural tools were demonstrated. Films on women friendly equipments, safety and accident prevention during farming, vermi-composting technique and organic farming were screened.

Arvind Pratap (KVK),  Mudang Taker (WRD) and Tadol Saring (NERIST) also interacted with farmers to create awareness about technical assistance from KVK, State Government and ICAR for increasing the crop production and quality of produce. The programme was facilitated by the NABARD, Itanagar.

 

Youths conduct awareness programme

ITANAGAR, Apr 18: A group of educated youth from Mirba, Mukto, Gonkhar, Gyamdong, Khet, Bomja, Bongleng and Kharung village under Tawang district organized  a one-day awareness programme  with a motto “let’s be educated’ on preservation of environment and importance of education at Mukto village on  April 17.

The group including Chorten Norbu, N. Lanka, Karma Tsitim, Lobsang Wangmu, Pem Tsering, R N Thutan, Rinchin Sangey and Ngawang Tender interacted with the students and people on health, environment and education.   Group member Norbu appealed to the parents to send their children to school regularly and also asked them maintain health and hygiene. It was heartening to see how the people of Mukto are preparing for their future by giving priority to bamboo preservation. The group further decided that Bongleng village would be their next destination. This time it will be a bigger programme with the involvement of maximum educated people from “Rhep Chok region” of Tawang including doctors and other successful people.  

The group had earlier conducted a similar event at Khet middle school and had received quite an encouraging response from the area.

Induction training for SSA teachers

ITANAGAR, Apr 18: The 20 days induction training for the newly recruited SSA teachers of Papum Pare begins today in the DIET office, Naharlagun. Altogether  56 new teachers are taking part in the training.

In his inaugural address G Leiji, the DIET principal urged young teachers to become role model for students while teaching. He further advocated teachers to be devoted to their profession. Dr A K Mishra, coordinator, pedagogy, SSA district mission Yupia also spoke on the occasion.  

 

Medical camp for children with special needs

ITANAGAR, Apr 18: Block Resource Centre Palin-Yangte Block conducted medical assessment camp for Children with Special Needs (CWSN) at BRC hall Palin on April 16 last.

Altogether, 63 differently abled children attended the camp.

On the occasion, school uniforms and CWSN identity card were issued to all the participants.  A medical team  headed by Medical Officer, CHC, Palin Dr. Tai Machung conducted check up.

 

SHG Bank linkage programme

ITANAGAR, Apr 18: A general meeting cum Bank Linkage  programme for Self Help Group (SHG) was organized by Seva Kendra, Miao at Songking Govt. Primary School today.  Altogether 65 representatives from 30 Self Help Groups participated in the programme organized with the financial support of NABARD, Regional Office, Itanagar.

Bennysonnl the project officer in his addressed  highlighted about micro finance in NGOs. He encourages the SHGs to receive subsidy under SGSY Schemes.

Gogoi, Bank Manager, Apex Branch, Miao  spoke on  the topic of Micro- Finance and Bank Linkage, its concept and Bank Linkage.  He also explained   on Deposit Linkage, Credit Linkage, Debit, Credit, Accounting Process, Quantum of Loan (size), and percentage.

The SHGs  stressed on training on  Food Processing and mushrooming in order to start Income Generating Activities.

 

Awareness prog on fire safety

ITANAGAR, Apr 18: Bunny’s Fantasy World, a playschool for children conducted mock fire drill and fire safety today for children and parents. The students, parents and staffs were briefed about various ways of fire safety and disaster management and how to react in such situation. S C Mazumdar, the office-in-charge of Itanagar Fire Service station and fireman Narendra Singh conducted the fire safety programme.

Gram Sabhas demands its share of fund

ITANAGAR, Apr 18: All Upper Subansiri District Gram Sabha Co-ordination Committee has urged for proper sharing of fund as per guidelines of Panchayati Raj Act. Committee urged authority to take immediate steps for appropriate sharing of fund, so that poor people of Upper Subansiri district are benefited. Further they warned that they will be compelled to launch first phase of agitation in district if authority do not heed to their appeal.  

 

DASU for polytechnic college at Dambuk

ITANAGAR, Apr 18:  The Dibang Adi Students Union (DASU) has appealed to the state Govt. for setting up of Polytechnic college in Dambuk.

 The Govt had already approved one polytechnic college and Govt degree college in Lower Dibang valley, the Union said and requested the local MLAs, District Administration and state Govt. to  work coherently  for establishing polytechnic college in Dambuk.

Stating that Dambuk, one of the historical and oldest towns of the state  remains underdeveloped due to negligence of state Govt, the Union further informed that  the people of Dambuk are ready to donate land for said college.

 

Handique arriving Arunachal on three-day tour

ITANAGAR: Minister of Development of North Eastern Region (DoNER) Bijoy Krishna Handique will  arrive Arunachal Pradesh on a three-day tour from April 24.

Handique will tour  Zero, Tezu and Itanagar and  also  visit the worksites of the ongoing schemes under  the DoNER  ministry and North Eastern Council (NEC) during his visit.  The DoNER minister will attend a Review Meeting of the NEC/NLCPR schemes of Arunachal Pradesh with the state Government officials at Itanagar on April 26.

Ministry of DoNER has released Rs 305.06 crore during the last two years to the state Government for various developmental activities while NEC has released Rs 70.07crores during the current year itself, according to an official release.

 

Rural haat

ITANAGAR: NABARD Regional Office, Itanagar  General Managar Dr. BG Mukhopadhya would attend as chief guest in the foundation stone laying ceremony of Rural Haat at Nirjuli village-I on April 20.

The Haat is sanctioned by NABARD Regional office and the construction work will be carried out by NN Charitable society.

It is against cabinet decision

Dear Editor,

The Cabinet meeting held on Jan 23, 1993 had passed a rule that there should be blanket ban on extension of services beyond the age of superannuation irrespective of technical/non-technical officials and general employees. Today we see that the Govt does not think about the law of the land. I also condemn reappointment of CEO ARRDA on contract basis  after his retirement from the same post on March 31, 2011 after attainment of superannuation age. His appointment is against the rule passed by the cabinet on Jan 23, 1993 and  the appointment is also made before his retirement without issuing any advertisement. After retirement he does not deserve this post again.

We appreciate   stand taken by the unions including ANSU and APPDSU that there should not be extension or appointment on contract basis after superannuation.

 The unions are going on right direction. I also request them to raise voice against corruption.  ANSU do not sleep, always wake up to win the heart of people.

Entire society cannot suffer for the fault of few

Dear Editor,

It is a matter of great relief that peace and brotherhood has been restored at Roing after initiatives of the learned members of all concerned parties. Fortunately, the root cause of tension has been identified. Every society has some black sheep and just because of them the entire society cannot suffer. The Arunachal Indigenous Tribes Forum( AITF) has set an exemplary leadership and wisdom by mediating successfully in the dispute. The historic Agreement is worth emulation by all communities of this heterogeneous state for social harmony and peaceful settlement of disputes.

Please follow the UGC norms

Dear Editor,

I would like to request the state Director of Higher and Technical Education as well as APPSC to clarify the minimum eligibility criterion required for appointment  to the posts of assistant professor in Govt Colleges of Arunachal Pradesh on the basis of UGC’s latest regulations and guidelines.

Here I would like to highlight some of the latest regulations that were formulated by UGC about minimum qualification required for Assistant Professor in universities and institutions affiliated to it.  The UGC in its regulations made through amendment earlier said that those who possessed a Ph. D degree (up to April 2002) would be eligible for the post of assistant professor, even without NET qualification.  Again in June 14, 2006, it came up with another amendment which said that the NET qualification would be compulsory requirement, but for those who have PG degree only. Candidates with Ph. D degree were exempted from the NET requirement for teaching at both UG and PG levels, whereas the M.Phil degree holders were only eligible to take UG classes.

Further UGC’s regulations amended for the third time in 2009 said the NET/SLET shall remain the minimum condition required for the appointment to the post of assistant professor. In its regulation UGC exempted those candidates who obtained M Phil degree and who registered themselves for Ph.D degree on or before July 10,2009. But the UGC’s regulations of 2009 drew flak and  regulations were challenged in court. Madras High court in its verdict on Dec 7, 2010 re-affirmed that NET/SLET will continue to be mandatory requirement for the post of  assistant professor in colleges. Union HRD ministry had also termed the UGC’s decision unacceptable and inappropriate. Later in August 2010, the UGC appointed an Anomaly committee to look into the educational eligibility as well as measures to maintain standard of higher education, but the committee is yet to submit its report. Under this circumstances,  the  APPSC and Directorate of Higher  and Technical Education should follow the minimum qualification required  for appointments to the  posts of assistant professor in colleges  under UGCs regulations.

Accommodate all

Dear Editor,

The APPSCE commission should have into consideration the interest of the final year civil engineering candidates before setting the date for written examination for AE (civil) , though it claims to allow these candidates to appear for the exam. The date fixed is June 2nd and 3rd.

Almost 99% of the final year candidates hoping to try in this examination would be exempted from appearing if the commission goes ahead with the declared dates, I being one of them.

None of the engineering universities in the country finishes their session before the dates of written exam and even if any does, there would not be any time to prepare for the exam. The commission should have given a thought in this regard .

So it is our sincere request to the commission to kindly adjust the date so that  the final year candidates can also be accommodated within the time frame.

A festival for youth

Dear Editor,

The proposed Sub-ansiri Youth Festival to be held at Daporijo from April 26 to 29 will help the Upper Subansiri District to showcase the vast tourism potentials and it will become a major attraction of tourists.  Kudos to Ameya Abhyankar, a young and dynamic  DC of Upper Subansiri district for  having realized the vast potentials of the still unexplored  land with rich and diverse variety of flora and fauna.

Performance by pop singer Kailash Kher, rock show, film festival, career counseling, and interaction with achievers, cultural nite, photo exhibition and food festival will be major attraction of the festival.

I request the all the youths of the Subansiri to whole-heartedly participate in the festival and make the festival an annual feature  to  explore the tourism potential  of the district.  The show will provide a platform to display our latent talents.
